Anomalies des coquilles d'huîtres creuses Crassostrea gigas observées sur le littoral français en mai-juin 1989 dues au ver Polydora et aux peintures antisalissures ArchiMer

La recrudescence du ver Polydora dans les coquilles d'huîtres creuses observée dès l'été 1988 a pour principale conséquence le développement parfois très important de formations variqueuses et des chambres à vase à l'intérieur des huîtres, ce qui est très préjudiciable à leur qualité commerciale. Le bilan de l'infestation des coquilles d'huîtres par le ver Polydora sur le littoral normand et atlantique en mai et juin 1989 montre que les secteurs ostréicoles les plus touchés se situent à proximité de la Loire et de la Vilaine. Divers traitements des huîtres contre le Polydora sont possibles. Les meilleurs résultats sont obtenus par la combinaison de l'action de la saumure et d'un assec de 24 heures. Il y a quinze ans, la France prenait des mesures réglementaires pour restreindre l'usage des composés organostanniques dans les peintures antisalissures utilisées pour la protection des coques de bateaux. Il s'agissait alors d'une réaction d'urgence face au problème vital posé à l'ostréiculture française. La France était le premier pays à prendre de telles dispositions. Depuis, la réglementation a été confirmée à plusieurs reprises, en dernier lieu par le décret n°92-1074 du 2 octobre 1992. Quinze ans plus tard, où en sommes nous ? The Bay of Arcachon has been particularly affected by the impact of organotin-based antifouling paints (His, 1996). Boring gastropods, Ocenebra erinacea, have completely disappeared from the Bay, because of the castration induced by these compounds, from 1980 to 1990. There have been no studies on imposex effects in the Bay of Arcachon since the investigations of Poli (1972) who first described the phenomenon, and of Féral (1982) who attributed it to TBT. Disentangling the Demand-enhancing Effect and Trade-cost Effect of Technical Measures in Agricultural Trade among OECD countries AgEcon

Domestic technical measures such as SPS and TBTs can enhance import demand via information disclosure and quality improvement, or hamper foreign export supply via imposing sizeable compliance costs, or both. The traditional gravity equation model estimates the net effect of these measures on international trade with a loss of useful inference on separate effects. We stipulate a generalized gravity equation model to disentangle the two effects. We apply the augmented approach to agricultural trade among OECD countries in 2004. Effect of orgnotin compounds (TBT) used in antifouling paints on cultured marine molluscs - a literature study ArchiMer

Organotin salts, used as antifouling substances have a deleterious effect on the environment particularly on molluscs and especially on the Japanese oyster Crassostrea gigas. A synthesis of the effects of tributyltin (TBT) on cultured molluscs reveals the following effects: 1) acute and chronic toxicity to the adults; 2) accumulation in the flesh 01 the adults; 3) perturbation 01 reproduction particularly fertility, mortality 01 offspring and decrease in larval growth rate; 4) decrease in the growth rate 01 juveniles and thickening 01 the shell; and 5) modification 01 the physiology al sublethal levels.

The inability to rear the oysters C. gigas and O. edulis in certain Brittany waters has prompted us to conduct breeding trials with C. angulata C. gigas and their hybrids. Results have revealed that all the strains tested were sensitive to Tributyl tin (TBT), showing atnormal shell thickness and their growth was lower than C. gigas. In addition, C. angulata was still affected by the presence of the Iridovirus in France.

First record of butyltin body burden and imposex status in Hexaplex trunculus (L.) along the Tunisian coast ArchiMer

We have assessed for the first time the current status of tributyltin (TBT) contamination in Hexaplex trunculus along Tunisian coastal waters. Two sampling campaigns have been performed in July 2004 and July 2007 at seven different sites. The snails were analyzed for imposex status, i.e. Imposex incidence, Relative Penis Length Index (RPLI) and Vas Deferens Sequence Index (VDSI), followed by the quantification of butyltins in their tissues. Imposex was detected in six populations from the 2004 samples and in five populations from the 2007 samples. The imposex incidence ranged from 0 (no imposex) to 100%, the RPLI from 0 to 56.7 and the VDSI from 0 to 4.4. TBT was also detected in six populations in 2004 and five populations in 2007. International Harmonization and the Gains from Trade AgEcon

International harmonization of standards and regulations is often a goal expressed in trade agreements because it is expected to yield gains from trade. Absence of progress toward harmonization is often interpreted as being motivated by protectionism, with differences in standards and regulations seen as non-tariff barriers. While protectionism may well be the source of resistance to harmonization, there may be other reasons it is not pursued. These alternative explanations have not received much attention from economists. Nontariff barriers (NTBs) refer to the wide range of policy interventions other than border tariffs that affect trade of goods, services, and factors of production. Most taxonomies of NTBs include market-specific trade and domestic policies affecting trade in that market. Extended taxonomies include macro-economic policies affecting trade. NTBs have gained importance as tariff levels have been reduced worldwide. Common measures of NTBs include tariff-equivalents of the NTB policy or policies and count and frequency measures of NTBs. These NTB measures are subsequently used in various trade models, including gravity equations, to assess trade and/or welfare effects of the measured NTBs.

This paper presents promising methodologies for modeling and quantifying nontariff barriers (NTB) to trade in the agricultural and food sectors. We limit the analysis to sanitary, phytosanitary, and technical regulations that can have an impact on trade and to methods that provide some quantitative estimates of the impact of such barriers on market equilibrium, trade flows, economic efficiency, and welfare. Given the heterogeneous nature of these regulations, a unifying methodology does not exist. Tariff Equivalent of Technical Barriers to Trade with Imperfect Substitution and Trade Costs AgEcon

The price-wedge method yields a tariff-equivalent estimate of technical barriers to trade (TBT). An extension of this method accounts for imperfect substitution between domestic and imported goods and incorporates recent findings on trade costs. We explore the sensitivity of this revamped TBT estimate to its key determinants (substitution elasticity, preference for home good, and trade cost). We use the augmented approach to investigate the ongoing US-Japan apple trade dispute and find that removing the Japanese TBT would yield limited export gains to the United States. We then draw policy implications of our findings.

We derive a method to econometrically estimate the tariff equivalent and foregone trade effects of a prohibitive technical barrier to trade (TBT) based on Wales and Woodland’s Kuhn-Tucker approach to corner solutions in consumer choice. The method overcomes the lack of observed data on bilateral trade flows and accounts for differentiated goods by place of origin. We apply the derived random utility model to international trade in apples to identify the tariff equivalent of prohibitive nontariff trade barriers imposed by Australia on potential imports of New Zealand apples. Trade-distorting SPS and TBT regulations in the EU? A qualitative assessment from the market for live plants and cut flowers. AgEcon

Using specific estimation of ad-valorem equivalents, the paper compares sectors where observed trade flows are significantly lower than predicted flows, with sectors where a SPS/TBT measure is notified in the TRAINS database. Only three sectors are found where a significant negative coefficient matches a notified regulation. Focusing on the market for live plants and cut flowers, the paper provides a description of existing EU import requirements and discusses recent trends in relevant private standards and certification schemes. The trade-restrictiveness of EU and private standards is then assessed based on the results of a survey conducted among exporters of flowers in developing countries.
